1. Cops arrest someone with excessive force. The “last straw” after a long pattern of abuse.
2. People protest.
3. The power structure protects the cops.
4. Protests get loud and angry, often violent. Looting sometimes ensues.
5. Suburban people wonder why there’s all this violence and insist people shouldn’t riot.
6. Authorities demand law and order. Send in the National Guard and state police.
7. Commissions are formed. Promises of reform follow. Things change some, but ...
